CAMP SIONGCO, MAGUINDANAO DEL NORTE — Key government security agencies and stakeholders convened yesterday, September 5, 2026, for the final Provincial Joint Security Control Center (PJSCC) Coordinating Conference at the Kalilintad Hall, Provincial Capitol, Buluan, Maguindanao del Sur, as part of security preparations for the September 14, 2026, BARMM Parliamentary Elections.
The conference underscored the importance of strengthening interagency coordination, clearly delineating roles, and synchronizing security measures to ensure a peaceful, orderly, secure, and credible electoral process. It also reaffirmed the shared responsibility of government agencies, security forces, and other stakeholders to protect voters, maintain peace and order, and uphold election integrity.
In his message, Brigadier General Ricky P. Bunayog, Acting Commander of the 6th Infantry (Kampilan) Division and Joint Task Force Central, emphasized that the primary purpose of election security preparations is to protect the people and preserve the integrity of the electoral process. He stressed that every Bangsamoro voter must be able to cast their ballot freely, safely, and without fear, intimidation, or undue influence.
“As security partners and a nonpartisan organization, our role is not to determine the outcome of the election. Our role is to protect the environment in which people can make their choice,” Brig. Gen. Bunayog said, underscoring the importance of professionalism, impartiality, and discipline among security forces. He added that the 6ID and JTFC will operate strictly within their legal mandates and respect the authority of the Commission on Elections (COMELEC), the Philippine National Police (PNP), local governments, and other stakeholders.
Brig. Gen. Bunayog further emphasized that public trust is essential to a credible election and called for sustained interagency coordination, timely and accurate information, and a united effort to address emerging issues and prevent misinformation. He urged all stakeholders to remain united to ensure that the BARMM Parliamentary Elections are peaceful, orderly, and credible, thereby contributing to public confidence, institutional stability, and lasting peace in the region.
The activity was spearheaded by Atty. Allan C. Kadon, Provincial Election Director of the Commission on Elections (COMELEC) in Maguindanao del Sur, and attended by Election Officers from the municipalities of Maguindanao del Sur, Army Brigade and Battalion Commanders, Philippine National Police (PNP) counterparts, and other key government and security stakeholders.
The final PJSCC Coordinating Conference reaffirmed the participating agencies’ unified security commitment to the peaceful, orderly, and credible conduct of the BARMM Parliamentary Elections. Through strengthened coordination, synchronized security efforts, and adherence to their respective legal mandates, the participating agencies and stakeholders remain committed to supporting a peaceful electoral environment in which every voter can exercise their democratic right freely and without undue influence.
