MIPA, LRA sort issues on CADT

The Ministry of Indigenous Peoples’ Affairs (MIPA) , together with the National Commission on Indigenous Peoples (NCIP) and the Land Registration Authority (LRA), conducted a coordination meeting on August 18, 2026, to discuss the legal, technical, and administrative processes concerning the issuance and registration of Certificates of Ancestral Domain Title (CADTs) covering the ancestral domains of the Teduray and Lambangian Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) within the BARMM.

The meeting brought together key officials, including MIPA Minister Guiamal B. Abdulrahman, NCIP Chairperson Nancy Catamco, and LRA Administrator Atty. Gerardo Panga Sirios, highlighting their shared commitment to advancing the recognition, protection, and realization of the ancestral domain rights of Indigenous Peoples.

The meeting served as a vital platform to clarify the applicable legal and administrative procedures for the registration of CADTs with the Registry of Deeds in accordance with existing laws, rules, and regulations.

It also provided an opportunity to identify legal, technical, and operational concerns that may arise in the registration of CADTs issued within the BARMM, strengthen inter-agency coordination, and ensure the timely, proper, and legally compliant registration of CADTs upon their issuance.

As part of the discussions, MIPA and LRA agreed to enter into a Memorandum of Agreement (MOA) to formalize their partnership and strengthen coordination in facilitating the registration of CADTs within the BARMM.
